Change with CBC- apostilles and notorization

I am about to begin the BFI CBC required to work in pubblic schools. I know the CBC needs to be notorized and then apostilled. However, I just read this on the FBI cbc website "Due to changes in processing, effective October 12, 2013, the FBI will no longer accept return self-addressed stamped envelopes with Departmental Order requests. This includes pre-paid Priority Mail, FedEx account numbers, United Parcel Service, etc., foreign postage coupons, and requests to forward correspondence to the Department of State for the apostille process. Envelopes received postmarked after this date will be destroyed."

So how does one send for a CBC that is notorized and then apostilled while abroad. I do not have anyone in the states to run favors for me so I must do everything from here, on my own. Suggestions?
