For corporations and the financial industry? I suspect it's due to the City/Square Mile and all the power they wield.

Of course it is. Its a list made by Forbes, they are concerned with financial power of a city not its livaibility or its government ability to issues orders to other countries.

If some of you wish to read the article it clearly states what elements are used to determine power. Actually there are fluffy things like livability on the list.

Yeah I was talking about the other guy who dislikes Forbes and failed to read the opening paragraph of the article and probably the rest of it too:

The one that confuses me is Vancouver. It is a lovely city and I have been there often, being from Seattle, but I am not sure how much business is actually offered there as opposed to other cities, like perhaps Dubai.
