It's old news, I know, but with the 2014 index coming out soon, Korea lags behind other developed countries. But does this surprise anybody? Even Japan, which does not have an extremely popular legal system is way ahead of Korea. Korea is the 46th least corrupt country (for reference it is the worlds 13th biggest economy). Well the two are not always related (eg. Russia, Brazil), but the perception seems to be that Korea is more developed than these countries.

It's improved 9 spots from 2013 apparently.
I think the sewol thing kind of shocked people.
Nobody wants that image of Korea to be shown to the world.

Where did you hear that? The results have not even been analyzed yet, let alone published.

Ah yes, you are right.
I read it wrong. 55 is the score and 46 is the rank.
Anyway, i hope it improves at least, and people don't forget.
