anyone heard of JEPIK.  A friend of mine is meant to have an interview with them but has already been offered a hogwan job.  Unsure if she should wait for interview or accept the hogwan job.  Any info greatly appreciated.

Are you talking about GEPIK? That is the Gyeonggi English Program in Korea, and it offers jobs specifically in the Gyeonggi-do (province) of South Korea. You could just type in 'gepik' and find a lot about it on google.
And depending on a number of factors: how soon your friend is trying to be in Korea vs. how soon the offer from GEPIK would be coming in, the location and salary of this hagwon job vs. where she wanted to be placed, etc., I might wait and see what the offer from GEPIK is. Hopefully it works out for her and she doesn't jump into something shady with a hagwon in her haste to come here. (Although of course I don't know if that is the situation or not.)
