I am currently residing in a one room around Konkuk University. I live on the 3rd floor (top) and the bottom 2 floors currently have no tenants due to the rooms being completely stripped and bare. It seems like the landlord finally decided to start renovating these rooms and I have been getting abruptly woken up between 6:30-7am consistently due to the overwhelming noise. I asked the construction workers to start at a more reasonable time (8am) since there are other people than me living in the building currently. They agreed to my request but then seemed to have disregarded it. I contacted the landlord who apologized for not giving any notice about the construction and she said she had spoken to them and they agreed to start at or after 8am. Fast-forward to this morning and they are back at it again at 7am this time. I want to know if there are any guidelines or laws that construction companies have to adhere to, such as a certain time they are allowed to start construction in a residential area or even just a residential building. Additionally, is there a place I can register a complaint? Possibly my local Gu office?*Attached is an example of the noise. This is on the lower spectrum of noise I have had to deal with.

Some dick head moved out of his apartment at 4am last week with one of those cranes clanking up and down non stop which woke me up. I thought I was being burgled. I'd ask for a discount on the rent for the inconvenience. Or I'd tell the landlord I was moving out and give the relevant notice, could look finding a new tenant with the building works going on, You've got the power here.
Noisy neighbors have been a major source of frustration for me over the last year and a half.I tried ear plugs, I tried music, I tried an industrial sized fan. I thought I'd tried everything, until a Korean teacher at my school gave me a really nice and powerful bluetooth speaker. I use it to blast white noise and have slept like a baby ever since.
