Early hours construction

I am currently residing in a one room around Konkuk University.  I live on the 3rd floor (top) and the bottom 2 floors currently have no tenants due to the rooms being completely stripped and bare.  It seems like the landlord finally decided to start renovating these rooms and I have been getting abruptly woken up between 6:30-7am consistently due to the overwhelming noise.  I asked the construction workers to start at a more reasonable time (8am) since there are other people than me living in the building currently.  They agreed to my request but then seemed to have disregarded it.  I contacted the landlord who apologized for not giving any notice about the construction and she said she had spoken to them and they agreed to start at or after 8am.  Fast-forward to this morning and they are back at it again at 7am this time.  I want to know if there are any guidelines or laws that construction companies have to adhere to, such as a certain time they are allowed to start construction in a residential area or even just a residential building.  Additionally, is there a place I can register a complaint? Possibly my local Gu office?

You... you realize that 7am isn't early, right? And if there are laws or guidelines, they most likely have 5:30 or 6am as the cut-off. If you go to register a complaint because of noise at 7am, nobody is going to take you seriously.

(Yes, I know construction noise sucks. No, there's nothing you can legally do about it)

SOL, especially in the fall as it's dark earlier they are going to start earlier.  Pretty sure, if there was a rule it would basically be, "If the sun is up, you can do what you need to do".  Best thing you can do is if you know there is construction going on, go to bed early and wake up with them and start your day.

Noisy neighbors have been a major source of frustration for me over the last year and a half.

I tried ear plugs, I tried music, I tried an industrial sized fan. I thought I'd tried everything, until a Korean teacher at my school gave me a really nice and powerful bluetooth speaker. I use it to blast white noise and have slept like a baby ever since.

Be careful of hearing damage.

Oh man it sure was awesome when I was living in a shitty old villa and construction workers came in and started using jackhammers on the walls below us at 6AM. They turned the defunct PC Bang into one rooms. They used the jackhammers to get all the tacky marble off the walls.

Then a year or so later the defunct fish restaurant in the ground floor was replaced with a laundry service. They covered the floors with some kind of toxic shit which filtered up three floors into my apartment, which stank like a toxic hellhole for days until it finally aired out. Then the geniuses who ran the laundromat somehow hooked up the dryer vents to the stove ventilation in the building, so dryer lint was literally spraying out of the ventilator over my stovetop until I ripped it out of the wall and taped it shut.

Eventually the laundromat moved across the street and a grocery store moved in instead, so that was pretty awesome being able to run downstairs and get groceries.

God, life is so much better in a sane country where people don't do completely obnoxious and incompetent things over and over again.

In Korea? LOL. Doesn't matter if there are laws on the books, they are just suggestions. Welcome to Asia.

moved into a brand new villa a few years ago. well, move in date came, and the building still wasn't finished. in fact, they had to rush to finish ours, as we were the first to move in

so i spent the first 3 months being woken up at 6am every single day, with jackhammers and all sorts right outside the room. also with no hot water for the first month

absolute bullshit. didn't even get a refund/discount on rent

Well, as much as I was hoping there was something that could be done, I guess I will just take comfort that others have similar experiences heh

On Jeju construction is not allowed before 8:30 am, so... i'd often wake up then as new buildings in Seogwipo had been popping up like crazy during the 2009-2017 years i was there.

Now, the last 2.5 years i don't notice when because all new construction is downtown or the other sides of this small but not that small town in South Gyeongsang province.

Some dick head moved out of his apartment at 4am last week with one of those cranes clanking up and down non stop which woke me up. I thought I was being burgled. 

I'd ask for a discount on the rent for the inconvenience. Or I'd tell the landlord I was moving out and give the relevant notice, could look finding a new tenant with the building works going on, You've got the power here.

Eh, I thought about this but it would just screw me harder than it would the building owner.  Wouldn't get my deposit back until a new tenant was found since I'd be breaking my housing contract early
