Beijing 72 hour policy

Could anyone explain this I want to make sure I qualify...http://en.bcia.com.cn/server/notice/72visafree/

Basically says if you stop through the capital and leave out the capital to another area you do not need the visa....do you know a government website I can send an email to confirm with.

I'm an American and I did this 3 years ago when I visited Shanghai. There's a sign for this at immigration and make sure you have proof of onward travel within  that time.

I was given a temporary visa when I flew through Beijing this summer.  I wasn't staying in Beijing though.  I was on my way to Nepal and had to catch a domestic flight to Chengdu and then catch my flight to Kathmandu there.  They gave me a 48 hour visa so when I arrived in Chengdu I was able to leave the airport.  As long as you show your onward ticket you shuold have no problem.

To get this visa you must be traveling to another country within 72 hours of your arrival in Beijing. You can't just leave Beijing and go somewhere else in China, and can't make a round trip to your point of origin.

Soul>Beijing>Bangkok is ok, but Seoul>Beijing>Shanghai is not, and neither is Seoul>Beijing>Seoul.
