Renewal and Reference Letters

So, I need some advice. My contract ends in July and it states that I must be informed within 60 days if the school plans to renew me or not. They have indicated that because they can only offer me a job in September at the earliest, it is too soon for them to tell me. They also say it is too soon to offer me a reference letter. I tried explaining that if they are not sure about bringing me back, I will need that letter to look into other options so that I'm not left without a job. They don't seem to understand this. So basically, they don't want to tell me but they also don't want me looking into other jobs. What is the best course of action here?

Type a reference letter by yourself in English.
Print 2 copies.
Ask 2 people of authority to sign; principal and vice-principal / head teacher.
They will probably ask what it is, then you / your English speaking co-teacher should explain.
Sometimes they are just too lazy to do what a junior asks. So get the boll rolling, just in case. That way, you can keep a backdoor open by applying for other jobs in case they don't renew.
