Personally, I have no idea. I say Korea because I live with, and socialize with, Koreans. It's the right thing to say.
However, I have always wondered why Korea hasn't proven ownership in the international court. They say 'Dokdo is ours, so why must we prove it'. This leaves me feeling like something is not quite right. Not my fight though.

What you are referring to are called The Liancourt Rocks on legally recognized maritime maps. The are the sovereign territory of no country.

Japan has asked S. Korea to have the matter settled at the Maritime Court in The Hague and Korea has always refused.

This lends me to believe that Japan may have a stronger claim. But who knows.

Since Korea is in de facto control, it has a lot to lose and little to gain in bringing the case to the court or seeing it brought to court.

but,  if they rightfully own it,  wouldn't they want to prove that in an impartial court? or,  the could settle this at summer slam!

I was in London around nine years ago sitting outside a pub next to the British Museum, so lots of tourists about. This tour bus goes by with "Dokdo is Korean" splashed across its side.  I was just embarrassed for the Koreans.  They thought this was a fight that the outside world cared about or was even aware of, and were trying to court popular opinion.
