How do you interpret this section of contract verbiage?

I'm a bit confused. Yes, this 2.2M is lowball, but I'm trying to figure out what the 2.6M "allowance" exactly means...

The way that this is phrased seems to imply a bonus payment at the end of the contract. However this is something to clarify with the employer rather than Waygook.
