I just saw a video of crazy drivers going fast through the downtown area. They committed a series of egregious traffic violations while frightening pedestrians and putting lives at risk. And this isn't some moon village. We are talking about the high-end tourist area.
That's why Koreans need seat belts. You'll end up dead by the time the cops show up.
