Apparently it's being excused as "innocent" teasing, although he's supposedly apologized for it.
He's probably surrounded by people who normalize everything he does, even when it's inappropriate, so he's sitting in his own bubble about how people will perceive his behavior. That, an old age has probably deteriorated some of his judgment.
The whole thing reminds me of Gandhi.
