A prohibition is a law, no?

I’m gonna ask a lot of Koreans about the rating system today. Hopefully other forum users will too and report back what was learned.
There's going to be second-language issues that will taint the answer. Anyways...

Even in the three links you posted, the world illegal only appears once. And it isn't about the legality of minors viewing socially questionable content.

Prohibited, restricted, not allowed to, does not equal a law. For it to be illegal it has be codified by the government for it to be actually a legally binding condition.

It's illegal to sell tobacco products to minors in Korea. But if somehow some 10 year old got his hands on a cigarette, and decided to smoke it, that actual action of a minor smoking a cigarette is not illegal. Otherwise schools in Korea would be calling the police on like half their students.

And for movie/TV show ratings in Korea, I believe it's done by a ratings board. And none of the ratings actually makes it illegal for minors to watch anything. They are recommendations, perhaps some rule maybe enforced by some kind of self-governing association that may have some informal power to punish a business. But none of it can result in actual government sanctioned criminal legal action. To be 100% you'd have to find Korean language legal sources, not translated English articles, or teachers who aren't lawyers.

Most likely they'll broadcast Squid Game on cable TV next year sometime. They've already broadcasted Parasite, Kill Bill, Inglorious Basterds, and Joker on TV, and none of the stations have been subject to legal action despite the probability of millions of under 15-year-olds watching those movies on TV.

Those movies have to be shown late at night when kids should be asleep. Maybe the most objectionable  bits like nudity will be censored out if shown on television?

If you think 8pm is late, you might be way older than I thought ;)

Yes, that's done partly to try to prevent young children from watching them while the parents are not around.

But if a minor stays up after 10 pm to watch it, no laws are broken. It's not illegal.

Not allowed means not allowed. The movie theater ticket seller is not permitted to sell a ticket to a Korean under 19 for a 19+ movie. That’d be illegal. Joker got a 15+ rating in Korea. Parasite got a 15+ rating.
FYI: There is no 19+ movie rating in Korea. The 19+ rating is for TV.

The Korea Media Rating Board gives out movie ratings and Rated R (청불) is 18+.

The Korean says it's inappropriate, not prohibited. It's on a streaming channel, there is no way they could enforce a ban, even if they wanted, in a free society like Korea.
Touche. That's what I get for trusting the wikipedia entry for this.

Wikiwand.com says:

19세 이상 시청가
Children under 19 are prohibited from watching this programme/film.

…and…

This programme is prohibited for children under the age of 19. (이 프로그램은 19세 미만의 청소년이 시청하기에 부적절한 프로그램입니다)

as translations.

Don't depend on online translators, because most of them are terrible. If you really want to use one for Korean I'd recommend Papago. It's actually made by a Korean company, and I find provides the best translations for Korean, although not perfect.

Wikiwand.com says:

19세 이상 시청가
Children under 19 are prohibited from watching this programme/film.
All it says is "Viewers above 19 years old." (not sure if it includes, or excludes, 19)
Nothing about being prohibited.

19세 이상 시청가

이상 - above

시청 - viewer

This programme is prohibited for children under the age of 19. (이 프로그램은 19세 미만의 청소년이 시청하기에 부적절한 프로그램입니다)

as translations.

이 프로그램은 19세 미만의 청소년이 시청하기에 부적절한 프로그램입니다
"This program is inappropriate for teenagers under the age of 19." or "This program is inappropriate for teenage viewers under the age of 19."
https://papago.naver.com/?sk=auto&tk=en&st=%EC%9D%B4%20%ED%94%84%EB%A1%9C%EA%B7%B8%EB%9E%A8%EC%9D%80%2019%EC%84%B8%20%EB%AF%B8%EB%A7%8C%EC%9D%98%20%EC%B2%AD%EC%86%8C%EB%85%84%EC%9D%B4%20%EC%8B%9C%EC%B2%AD%ED%95%98%EA%B8%B0%EC%97%90%20%EB%B6%80%EC%A0%81%EC%A0%88%ED%95%9C%20%ED%94%84%EB%A1%9C%EA%B7%B8%EB%9E%A8%EC%9E%85%EB%8B%88%EB%8B%A4

The key word is
부적절한 - inappropriate, wrong, improper...
https://dic.daum.net/word/view.do?wordid=kew000097480&q=%EB%B6%80%EC%A0%81%EC%A0%88%ED%95%9C&supid=keu010001782

If you're looking for the word prohibited look for 금지 (prohibited), or 통제 (restricted).
For illegal look for the words 불법, or 위법 (violation is probably a better translation).

Glad to see everybody questioning the appropriateness of using Squid Game-themed materials (even if they are innocuously presented) - as that was my first thought when reading the title of this thread.

I'm 10000% sure the Korean co-teachers would be equally uneasy.

All it says is "Viewers above 19 years old." (not sure if it includes, or excludes, 19)
"(number) 이상" includes the number. It's really like "greater than or equal".

Apparently, if they wanted to exclude the number, they would use 초과 instead of 이상; 초과 is excess/exceed.

"Squid Game" is R-rated and can only be viewed after age certification, but children can easily watch short clip videos on YouTube and TikTok.

https://www.koreatimes.co.kr/www/art/2021/10/688_317467.html

"Many studies show that minors who have experienced violent content on media at an early age show a higher level of aggression and insensitivity to actual violence. It is extremely important for their guardians, therefore, to control what they watch and learn," said Kwak Keum-joo, a professor of psychology at Seoul National University.

FFS, L I, no one is disagreeing that the content is inappropriate for children.

We're just telling you that it's not illegal for minors to watch it, and that the laws and prohibitions you keep pointing out don't make it illegal. They're just regulations to prevent TV, businesses, and other establishments from actively exposing regulated content to underage viewers. That's what that age certification is all about.

Outside of that, it's up to the parents to parent.

As for this particular Powerpoint, it doesn't contain any of the regulated content that might be deemed harmful to kids, it only carries the Squid Game theme. If you've never heard of or watched Squid Game before, you'd never know what it was about based on this PPT alone. The theme itself may be deemed inappropriate for at least younger kids by most people simply because of what it's associated with, but the file itself is clean.

You don't have to like it, but not liking it does not make it illegal.

This was such a lively conversation.  Interestingly, the gym teacher at our school held "The Squid Games" sports tournament last week.  So I was considering making some materials...but the conversation has me thinking.

I did a squid games party in my school. Ofc, I got permission from my CT. But another Korean homeroom teacher came in full costume and a toy gun. I'd say just run it by your CT.
