Depends on the location. Gyeonggi, the largest most populous province in Korea, used to be capped at 2.7, but is now 2.5 (from what I've read).

The lowering of salaries happened to A LOT of NETs, not just some. Gyeonggido, the province with the largest population and thus the most NETs, moved the cap down from 2.7 to 2.5. (Even at places where salaries are staying the same, they're actually going down due to inflation.
