Legal way to import animal products (customs)?

Since mid 2019 customs is cracking down on imports of animal products and threatens a fine of "up to" 10M KRW (whatever that means in practice). It was illegal before, but noone seemed to care much (unless it was a plane arriving from a dodgy place) and I never heard of actual fines, just confiscating the goods in the worst case. If you're a well-behaved citizen and declare everything, it will be just taken away regardless.

However, I found some indications that there might be a "due process" for bringing animal products from a country that is not on the naughty list, for example hinted to here:

It mentions an "inspection certificate" from the country of origin, but I couldn't find any information or guidelines about that whatsoever, just some lengthy quarantine procedures for commercial importers. Is this "certificate" actually a real thing that would allow a private traveler to declare and to keep (!) animal products brought from disease-free countries?

Nothing fancy, let's say salami from the EU. Did anyone have experience with that after summer 2019?
