When somebody is suspected of telling lies, you don’t ask “why” repeatedly. You ask the substantial questions and look for changes in answers.
It's not just telling lies, it also works for incompetency or to place blame. But yes, it can work for lies. It works because the party being interrogated understands, either consciously or subconsciously, that you are interrogating them AND they did something wrong. Changing explanations is a huge tell that someone is hiding something or guilty. It's not 100% but it's definitely cause to keep twisting. The interrogator is looking for changes in your story and is also looking not just at what you say, but how you say it. Are you defensive? Are you resolute? Are you unsure in a "vague memory" way or are you unsure in a "deceptive" way? Does it look like you're covering for someone?

A lot of times the person will just relent and break down on their own and admit to what they did, simply through the interrogator's force of will and power imbalance. People will talk themselves into admitting what they did or taking the blame through that force of will and their own need to alleviate themselves of the burden and because deep down, they know they did wrong.
