Resident tax?

I just got a bill in the mail from my local government office (구청장) for resident tax (주민세). I've never received anything like it before in the +5 years I've been in Korea. Is this something recent?

Iíve got them every year.
Sometimes they are taken as a salary deduction and handled by your employer.

Annual. About 6000 won.

I just started getting them in the mail 3-4 years ago. I'm not sure if that means it's a new tax or if it's just a new way of collecting payment. But it seems to be annual now.
