How to report a change of address?

I changed my address on december 3rd and need to report it.
First I tried doing it online on hikorea.
So I log in and go to file e-application and then go to notification of change of residency..
Then I click agree and application(principle) and apply... but the message: you are not eligible for this application" shows up.
It does not work on korean version nor english version. (internet explorer and chrome)
Has anybody successfully filed the application online?

If I go to the immigration office to do it where can i find the form that i need to fill out for the new address?
Do I need an appointment or can I just go there?

There used to be the option of changing your address online. It may still be there, temporary unavailable or removed entirely because the HiKorea website remains a POS.

Normally, you need an appointment for Immigration but you could show up and try and get squeezed in the line. The form is the same for your normal application.

I think you can also change your address at your local community centre (주민센터).

Normally, you need an appointment for Immigration but you could show up and try and get squeezed in the line. The form is the same for your normal application.

I think you can also change your address at your local community centre (주민센터).

Accurate - just do it at the 주민센터. That's what I've done every time I've moved.

But it may be difficult to find someone to speak english there.
If I live in Seocho-gu then do I go there : http://www.seocho.go.kr/site/fe/02/10205000000002015070904.jsp -to seocho-gu office
or to http://www.seocho.go.kr/site/v1/04/10407000000002015070903.jsp  Seocgo community center?
