Is it a lie, when talking about the frequency that you do something, and if you did something once in the distant past, but never again, to say you never do that?

Never do = not part of my routine

Have never done = did not do at any time

I never go walking - not part of my routine, but it used to be

I have never been to Spain - at no point in my life have i visited Spain.

I agree with sligo, but I could also see how that phrasing could be used to deceive people in certain contexts, and willful deception is basically lying.

It would be better to say "I don't _____ anymore". "I never ___" sounds like clunky unnatural textbook English if it's being used to say you don't do something in your current daily life. "Never" is too extreme a work in that case, "don't" would be better to use.

I have never... (not ever.)

"I never..." sound like it might be an attempt to deceive.
