There's one you can take free and anonymous HIV test in Kwang ju.

please refer to the attachment.
I translated name of the subway stations but I am not sure if it's accurate.

HIV testing service for foreigner is offered by KHAP in Seoul and Ansan city but they are too far.

This center's staff can not speak Enlgish though.
but at least you can take test here.

if you need counseling, please call to 02-972-4327 or 031-495-0560.
or, if you can not communicate with the staff there you can also call to 031-495-0560 for translation.

have a good day .

The official site is here: http://www.aidscenter.or.kr/

According to this article, there are 90 documented cases of HIV/AIDS in Gwangju---85 men, 5 women---as of November, 2007, up from 33 in 2003.  It also says that there are 5,155 cases nationwide.  The UN estimates that there are 13,000 people living with HIV/AIDS in the country.  I'd be interested to see stats on Jeollanam-do.

Any Waygookin that contracts HIV is deported within 2 weeks from Korea unless the person had been tested anonymously.

Deportation is being challenged in the courts.  However the argument is specific to China so I doubt that it would be applicable to citizens of western countries:

Quote
"The HIV virus is not transmissible through normal contact. Living together with his family members here, the plaintiff can get active and voluntary treatment, meaning that the possibility of HIV infection by him is extremely low," the human rights watchdog said in a statement.

"Because of the situation in China - where such people are quarantined, and only rudimentary human rights protection exists for HIV patients - deporting him could adversely affect his health and life. By international human rights standards, such an order is excessive."

Any waygookin wilth AIDS gets deported. The same article states that Korea has the right to deport any waygookin with certain disease, not just Chinese people, which would make little sense.

Never knew that. How come you don't have to submit a medical form to get a tourist visa then? Seems odd.
