When pressed, Mun acknowledged that some illegal activities do take place, even within his own association. But when asked if he would report these hagwon to the authorities he told The Korea Herald: "Me personally, I don't do anything. Because I am quite well known in this community, so if I do something, they will know it was me, and that is too much for me."

Mun explained that Daejeon is big, but not as big as Seoul. "We know each other quite well. But even though the competition is severe - it is not worth for me to cause trouble."




Mun's acknowledgement of hagwan's illegal activities and his defence of not reporting said activities  is by far my favorite part. And its apaprently alright to cause trouble, provided you are targeting foreign teachers instead of your hagwan chums.

Wow--what a witch-hunt. Who gets hurt by private tutoring? The parents? Tutors? Children? or is it just jealousy for those parents who can afford to pay a private tutor? Another case of the have-nots striving for equality with the haves. Also, how can anyone really know if a Canadian is tutoring privately? How high is the burden of proof?

People have tried to get me to give them private tutoring lessons, but I've been using the excuse of illegality as a means of avoiding long-drawn explanations for why I don't want to teach them, and why I don't have the time or patience for it.
