ESL weather related question

Hey there, one of my new coteachers just came to me with a question that I could not answer that I could not answer so I thought I would give it a try here.

What kind of phrase or sentence is it called when the weatherman makes a forecast with short fragmented sentences such as in the example below:

The weather today, partly cloudy, some chance of rain. Tonight, cloudy with some rain.

This is spoken English rather than written BTW. Thanks!
