Fingerprints and CBC Outside of Canada/Within Korea?

I received a conditional job offer today but the condition is that I need an RCMP background check and my university dipolma certified and notorized by Korean Consulate in Canada.

When I worked in Korea years ago I had to get those things notorized by a notary public but I guess this company just needs it certified and notorized by the Korean Consulate (it is at a company, not a school).

They need it in 2 months, however, I am working in China right now and my contract doesn't end until more than 2 months later.

Is there any way to get those two items done in China OR Korea (I can fly over and do everything) or can a relative help me get those done by proxy?

I can get my university diploma mailed to my family in Canada. Can they go to the Korean Consulate and get it certified and notorized?

I am most worried about how to get my fingerprints done from China or in Korea.

I had to do this a couple years ago.  I'm in Korea.  I used an accredited company I found on the government website.  They will do it by mail. I had to print out a form and go into a police station (in Korea) and ask for them to fingerprint me with the form I provided.  Then I mailed all the forms and the fingerprint sheet to the company.  They sent me back the CRC.  Here is the company's website:
